AS&A Welcomes New Partner

Marcia Morgan and Alicia Smith are pleased to announce that David Parrella has become a partner in the firm effective July 1, 2010.

David joined the firm as a Consultant on August 1, 2009. During the past year David has been involved in a number of projects including the oversight of a Directed Corrective Action Plan for a major behavioral health contractor; the development of a contract management protocol for a managed care program for the Aged, Blind, and Disabled; the development of Medicaid State Plan amendments for a U.S. territory; the preparation of a report comparing access and quality between fee-for-service and managed care; and the development of several new business opportunities for the firm.

Prior to joining the firm, David worked for the Connecticut Medicaid program for over 23 years, including the last 12 years as the Medicaid Director. In that capacity, he twice served as the Chair of the National Association of State Medicaid Directors. Prior to his Medicaid service, David worked for the Mashantucket Pequot Tribe and did three years of fieldwork with a health development project in northern Peru. He holds a B.A. in History from Yale University and a M.A. in Anthropology from the University of Oregon.

AS&A Welcomes New Associate

AS&A is pleased to announce the addition of Susannah Vance to our staff. Prior to joining AS&A, Ms. Vance served as an attorney at Lutheran Immigration and Refugee Service (LIRS), where she managed a federal grant supporting immigration legal services for survivors of torture. At LIRS, she also provided legal training to local refugee resettlement organizations and served as a liaison to federal agencies on immigration issues.

Before joining LIRS, Ms. Vance practiced law with the law firm Covington & Burling, where she represented state government agencies in federal agency proceedings and federal court litigation. She also advised state agencies on Medicaid state plan amendments and waiver applications, and other regulatory matters involving federal-state cost-sharing programs.

We are excited about the experience and competence Susannah brings to our team. She brings a wealth of knowledge, experience, and sound judgment to help our clients succeed. She has proven to be a person who offers ingenuity and solutions to complex health issues and opportunities.

In this role, Susannah will be reviewing federal regulations on health care reform and will be available to help clients with state plan amendments, waiver development and contract amendments.

Ms. Vance graduated with a J.D. magna cum laude from University of Kentucky and received her B.A. and Master’s degrees from Columbia University.
