Story 1

A JOINT EFFORT PAID OFF

THE OVERVIEW

A large, publicly-traded information systems company has provided Medicaid Management Information Systems (MMIS) services to states for over two decades. In recent years, states have sought more flexible and modern technology that keeps pace with rapidly changing policy decisions. Our client had created a new and innovative platform to meet this need, but was seeking help with its marketing strategy. The company turned to AS&A for help in understanding today's Medicaid environment — from both the state perspective and the federal perspective.

THE ACTION

*We developed and facilitated a strategic planning session to highlight how their products can help states as they implement their MMIS systems.

*We presented an overview of national Medicaid reform efforts.

*We provided insight and perspective to help the company communicate better with Medicaid programs across the country.

*We worked together to create a more effective marketing strategy for competitively bidding on services for state MMIS systems.

*We provided context so that the company's sales force and management could understand how their products and services fit into states' reform efforts.

THE OUTCOME

The company took the lessons learned from its joint effort with AS&A and integrated them into its over-arching marketing plan, which guides the company's marketing strategies for the next 12 month period.

Story 2

A CLOSE-WORKING RELATIONSHIP YIELDED RESULTS

THE OVERVIEW

A small company that offers managed care health plans to Medicaid recipients in various states, was facing a new challenge: As the market became more competitive with larger, publicly- traded companies vying for the business, this company found that it was having more difficulty successfully bidding on managed care contracts.

Although our client's product was excellent, the proposals they were submitting were not squarely addressing the questions states were asking or demonstrating the real technical know-how of the plan.

THE ACTION

*We brainstormed together to determine how they could enhance their proposals to be successful in winning future contracts.

*We reviewed their proposals in several states and evaluated them in relation to the winning proposals.

*We analyzed their proposals and identified areas where they were not responsive to state needs.

*We presented a "lessons learned" workshop for the company's proposal writers.

*We peer- reviewed the next RFP response, providing context and recommending changes and additions to improve the proposal.

THE OUTCOME

The company wove AS&A's technical assistance and recommendations, throughout their proposal writing process and succeeded in producing a winning proposal for the next state RFP.

Story 3

A FORGED ALLIANCE OVERCAME CHALLENGES

THE OVERVIEW

A large University was having difficulty attracting and retaining physicians. Like many academic teaching facilities, the University found it couldn't compete with salaries available in other, larger medical schools. As part of a larger strategy to develop more competitive salaries and increase reimbursement, the University and its Physicians sought a way to enhance reimbursement for the Medicaid patients being seen in the University's clinics and Physician offices. At the time AS&A was hired, the Physicians were receiving enhanced payments through an approved Medicaid State Plan. Our task was to assist in validating the payments made under the plan and to assist the group in responding to the yearly federal audits of the program.

THE ACTION

*We reviewed the University physician's financial strategy.

*We assisted in developing a strategy to validate the costs incurred by the University physician's in serving the Medicaid population.

*We helped the physicians group respond to queries posed by the federal auditors.

THE OUTCOME

The Physicians successfully defended the enhanced payments. The increased reimbursement has contributed to the University's success in attracting and retaining physicians, especially some of the specialties and sub-specialties that are critical for maintaining access in the state.

Story 4

TAKING FIRST STEPS TOGETHER, IT'S FULL SPEED AHEAD

THE OVERVIEW

A leading-edge policy group wanted to tackle a chronic, national, social problem and reduce recidivism rates in America. They sought a firm with a national reputation in Medicaid issues, realizing that any successful community re-entry program would need Medicaid as a primary payer of health care services.

THE ACTION

*We provided technical expertise on eligibility issues.

*We helped establish a system for determining eligibility as prisoners re-enter society.

*We assisted them in developing operational procedures.

*We provided a process orientation to take the organization's vision and turn it into reality.

*We worked together to develop a self-assessment tools for prison personnel.

THE OUTCOME

The project is on-going, but the expected outcome is that ex-offenders (particularly those with serious and persistent mental illness) will access Medicaid, cash assistance, and other material support programs immediately upon release.This initiative should help ex-offenders achieve greater stability and improved family and community re-integration within a shorter period of time, which in turn should lead to better health outcomes and a reduction of recidivism.

Story 5

ANALYZING FACTS TOGETHER

THE OVERVIEW

A privately-held corporation that provides outsourcing, consulting and information technology services to governmental clients, as well as private sector health organizations, wanted to know if Medicaid agencies throughout the country would be interested in the creation of a consolidated, front-end, integrated system that would help promote a single point of entry for clients and recipients of various federal programs, which would ultimately reduce long- term costs and provide a holistic approach to meeting clients’ needs.

THE ACTION

*We conducted a survey of social and human service agencies within several states to determine if there was, indeed interest in this concept.

*We analyzed the data from these states and found that, while agencies were interested, they were equally hesitant due to the cost of developing such a system.

*We provided the survey results and analysis to our client in order for them to make their business decision.

THE OUTCOME

The client used the data collected from our survey to make a firm business decision based on solid facts.
